M&e research fellowship and mentorship program

BACKGROUND

The M&E Research Fellowship and Mentorship Program is jointly administered by the Regional Center for Project Management and Evaluation and the Annual African Conference of Monitoring and Evaluation.  The Regional Center for Project Management and Evaluation Training (RECEPMET) is a pan-African network of project management and evaluation education and training providers in the region.  RECEPMET’s mission is to make monitoring and evaluation and project management work for Africa through quality research, competency-based education and training, and strategic conferencing. RECEPMET works across national and regional governments to help make project management and monitoring and evaluation work for the continent. Part of RECEPMET’s strategic mandate is to develop and mentor young African scholars and researchers (between 25-45 years) in monitoring and evaluation.

The Annual African Conference of Monitoring and Evaluation (AAFCME) is a pan-African network of monitoring and evaluation education and training providers in Africa.  AAFCME’s mission is to make monitoring and evaluation work for Africa through quality M&E research, publication, and strategic conferencing and partnerships.

M&E RESEARCH FELLOWSHIP AND MENTORSHIP PROGRAM

The M&E Research Fellowship and Mentorship Program offers competitive opportunities for African students (25-45 years) enrolled in a Ph.D./Master program (or have recently graduated) with a Ph.D./Master in Project Management or Monitoring and Evaluation or in other social or behavioral science fields (such as economics, psychology, political science, statistics, sociology, public policy, business, etc.). The M&E research fellows and mentees will undergo intensive 12-month training and research in specialized M&E areas under the mentorship and supervision of leading M&E scholars/ educators, researchers, practitioners, and thought leaders.

The one-year M&E Research Fellowship and Mentorship tasks will include intensive online teaching, training, research, conferencing, webinars, publications, presentations, and competency-based certification in special M&E themes.

The M&E research fellows and mentees will be required to select their major and minor areas of specialization:

      1. Meta- Evaluation
      2. Impact Evaluation
      3. Contribution Analysis
      4. Evaluability Assessment
      5. Feminist/ Gender Responsive Evaluation
      6. Culturally Competent Monitoring and Evaluation
      7. Horizontal Evaluation
      8. Realist Evaluation
      9. Transformative Evaluation
      10. Monitoring and Evaluation in Humanitarian and Emergency Settings
      11. M&E Systems and Policies
      12. Human Rights-Based Monitoring and Evaluation

 PROFILE OF M&E RESEARCH FELLOWS AND MENTEES

The selected M&E research fellows and mentees are expected to possess a unique set of technical and professional skills and experience:

      • Expertise in one or more African country’s policy sectors (e.g., education, health, etc)
      • Experience working with government policies, programs, projects operations, and/or data
      • Experience in conducting policy/program/project evaluations and or implementation research
      • Knowledge of evaluation paradigms/theories and applied social research
      • Competence in quantitative and qualitative research methods, data analysis, and presentation
      • Exceptional writing, communication, and interpersonal skills
      • The ability to juggle multiple competing priorities in a high-paced environment
      • Ability to think creatively about the application of M&E themes to their country’s development issues and challenges

 

OUR EXPECTATIONS

The M&E research fellows and mentees will be required to:

      • Prioritize two themes, one major and a minor.
      • Drive implementation research on the prioritized themes
      • Translate implementation research findings into concrete policy and programmatic recommendations
      • Work directly with government agencies in their countries to design and rigorously evaluate the implementation research
      • Perform data analysis and interpretation and distill findings into reports, policy briefs, and academic publications
      • Represent RECEPMET and its partner programs at government and external conferences and meetings
      • Represent the team by presenting at government and external conferences and meetings
      • Collaborate on and contribute to internal RECEPMET partner tasks and evaluations, including assisting in coordinating capacity-building efforts (M&E training, certifications, webinars, conferences, etc).

PROGRAM INVESTMENT

The total cost of the program will be $ 2000, which will be paid in four equal installments. The program investment includes the cost of teaching, training supervision, and conference certification only. Travels, accommodations, and meals are NOT included.
